The former chief minister Sindh Arbab Ghulam
Rahim is running his election campaign with the full use of government
machinery and protocol. The D.C.O and D.P.O Tharparkar are providing him
full official protocol. He is claiming that he will become future chief
minister of Sindh and thus exerting pressure on people to vote for PML-Q
candidates.

The Zila Nazim Tharparkar Arbab Anwar who is
nephew of Arbab Ghulam Rahim is daily visiting each and every union
council of Mithi and Chhachhro Taluka with police mobiles and
campaigning for PML-Q candidates in Tharparkar.
* In village Kheensar of Chhachhro Taluka, Zila Nazim Tharparkar Arbab
Anwar called all the government teachers and strictly instructed them to
arrange all the programmes in view of the election campaign of PML-Q
candidates which will be presided over by him.

The E.D.O Education has given instructions
to all the Beat Officers in Tharparkar to obtain National Identity Cards
and postal ballot papers from government teachers in the entire district
and stamp in favour of PML-Q candidates. The Beat Officer in Kheensar
has forcibly obtained National Identity Cards from government teachers
to facilitate stamping their postal ballot papers in favour of PML-Q
candidates.

In village Kheensar Arbab Ghulam Rahim has
got posted Mr. Muqeem Nohri as S.H.O from Mirpurkhas one week ago. He is
relative of Arbab Ghulam Rahim and has been given special task to harass
opponents of Arbab Ghulam Rahim.

The Taluka Nazim Chhachhro Dilawar Malkani
is openly campaigning for PML-Q candidate for P.S-63 (Chhachhro) Abdul
Razzak Rahimoon in Chhachhro Taluka.

The Taluka Nazim Mithi Allah Dino Bajeer is
campaigning along with Arbab Zakaullah, PML-Q candidate for P.S – 61 (Mithi)
in Mithi Taluka.

The Taluka Nazim Nagarparkar Abdul Ahed
Samoon is running election campaign of Arbab Abdullah, PML-Q candidate
for P.S- 62 (Nagarparkar) in Nagarparkar Taluka.

The Taluka Nazim Diplo Arbab Taj Mohammad is
running election campaign of PML-Q candidates in Diplo Taluka.

The Zila Nazim Tharparkar is visiting each
and every union council of Tharparkar in connection with election
campaign of PML-Q candidates and announcing various development schemes
on voting PML-Q candidates. He has announced to establish community
centres in various villages of Tharparkar from the schemes of Citizens
Community Board (C.C.B) and advance payment in previous date i.e. from
22.11.2007 was released for the said schemes.

After the announcement of election schedule
1300 job orders in Education department and 250 job orders in Health
departments in previous dates were given by Zila Nazim Tharparkar Arbab
Anwar and PML-Q candidates Arbab Zakaullah, Arbab Abdullah and Abdul
Razzak Rahimoon at their otaques. They sought blank orders from E.D.O
Education and filled in the name of persons of their choice at their
otaques.

The Civil Surgeon Mithi and D.P.O Tharparkar
issued fitness and character certificates to the appointees in one month
old date.

The E.D.O Education Tharparkar who is
brother of Mr. Attaullah Nohri and near relative of Arbab Ghulam Rahim
is appointing supporters of Arbab Rahim as Presiding and Assistant
Presiding officers in Tharparkar. Mr. Attaullah Nohri was deputy
secretary of Arbab Ghulam Rahim during his chief minister ship.

The E.D.O Education, Taluka Nazim Mithi
Allah Dino Bajeer, Ransingh Bheel and Devji Bheel who are clerks in
Education Department are assigning election duties in Tharparkar to the
persons of their choice. Those who are neutral persons have not been
assigned election duties.

The District & Session Judge Tharparkar
Abedullah Pathan was transferred and Additional District & Session Judge
Zaheer Ahmed Jat was appointed as District Returning Officer (DRO)
Tharparkar after the announcement of election schedule. The DRO in spite
of his own official residence is residing in Circuit House Mithi and
holding meetings with PML-Q candidates daily.

The D.C. O Tharparkar vide order dated
325/2007 has nominated Mr. Abdul Sattar Soomro to monitor the
arrangements regularly of General Election 2008, and hence a control
room with telephone number 0232-261934 has been established. (Copy of
order is enclosed). Mr. Abdul Sattar Soomro is close to Zila Nazim Arbab
Anwar. He belongs to Mehar, District Dadu. He was a clerk in Fisheries
department at Sindh secretariat when Late Arbab Faiz Mohammad was
minister for Fisheries. He is considered as a family member of Arbab
family. He is serving as planning officer in the office of Zila Nazim
Tharparkar. He has obtained fake domicile certificate for his wife in
Tharparkar. He has got his wife and his three brothers-in-law employed
in Education department in Tharparkar. There are reports that he has got
prepared police uniforms which could be used on Election Day to
facilitate rigging in the election. He has also instructed to all Union
Council Nazims to issue fake residential certificates to supporters of
Arbab Ghulam Rahim to facilitate stamping ballots.

The D.C.O Tharparkar has been class fellow
of Arbab Ghulam Rahim and is close friend of him. The D.P.O Tharparkar
is also close to Arbab Ghulam Rahim.

All the administration in Tharparkar is
supporter of Arbab Ghulam Rahim.

The Election Commission in Tharparkar is
made completely powerless.
