REFERENCE / COMPLAINT NO. XII

Reference dated 6-8-2002 – Non-Transparent Award of Islamabad-Peshawar Motorway Contract
August 6, 2002
Lieutenant
General Munir Hafeez
Chairman
National Accountability Bureau
Chief Executive Secretariat
Islamabad
Dear
General Munir Hafeez
I am writing to make a
complaint under NAB laws about corrupt practices in the present regime and by
its officials.
On behalf of Pakistan
Peoples Party I draw your attention regarding the award of multi billion
project, namely the Peshawer Islamabad Motorway without the process of tender.
Please see news published in DAWN on 8-4-2002 regarding the award of contract to
complete Motorway. It is shocking to see that it was awarded in a non
transparent manner and without tender. This is a clear abuse of office.
The second abuse of office
took place in canceling the original contract on malicious grounds. The cost of
the project has increased dramatically as a result. The malicious and wrongful
cancellation caused a loss of billions to the national exchequer. This is also a
corruption complaint against the persons responsible for the cancellation which
caused loss of national revenue.
It is hoped that the NAB
would investigate the matter and file a reference in the court against the
persons involved in causing loss to the National Exchequer.
Sincerely,
Nayyer Bokhari, Advocate
On behalf of Pakistan Peoples Party
