(NAB) ORDINANCE 1999, AGAINST
THE RESPONDENT FOR PUNISHMENT
UNDER SECTION 10 OF NAB
ORDINANCE FOR CAUSING HUGE
FINANCIAL LOSS TO THE NATIONAL
EXCHEQUER BY CORRUPTION AND
CORRUPT PRACTICES FACTS AND
GROUNDS
1. That the
Respondent is facing charges of
corruption, favouritism,
nepotism and misusing the power
for using the development
portfolio of the budget of the
District Government for fiscal
year 2006-2007 allocated for
public welfare in Khairpur
District as printed in the
newspapers "Such" , "Jago", "Sobh"
and "Taamer Sindh" on 21-2-2007
(copy enclosed).
2. That the
Respondent purchased a brand new
vehicle for his personal use at
a huge cost of Rs. 4.5 Million
after getting the amount
allocated by the District
Council. It is illegal as the
government's devolution
programme aims at providing
speedy relief to the masses at
their doorsteps and prohibits
luxurious facilities to the
elected chief of the district
government.
3. That the
Council has a right to allocate
amount under the head of POL and
District Nazim Secretariat and
not for a Vehicle for the
District Nazim.
4. That the
Respondent in this complaint
does fall within the ambit of
NAB Ordinance 1999 for the
purposes of investigation, trial
and punishment.
5. That the
Respondent is reportedly guilty
of corruption and corrupt
practices as a District Nazim to
abuse of power as defined in
Section 9 of the NAB Ordinance
and as such are subject to
punishment under Section 10 of
the NAB Ordinance based upon
the above facts and grounds.
CONCLUSION:
Based on the above facts and
grounds, the respondent has
shown willful indulgence in
misusing his power and corrupt
practices under Section 9 of the
NAB Ordinance 1999. Such a
person is subject to punishment
under Section 10 of the NAB
Ordinance 1999.
As such, the Chairman of the
National Accountability
Bureau is called upon to
initiate investigation in
connection with matters set out
herein above and further proceed
to file a Reference against the
respondent for violating the
provisions of Section 9 of the
NAB Ordinance 1999 punishable
under Section 10 of the NAB
Ordinance 1999 in a competent
court of law and proceed against
the concerned for violating
Section 9 of the NAB Ordinance
1999.

Khairpur..... A luxurious
vehicle costing Rs 4.5 million
has been purchased for the
district Nazim Khairpur, sources
said. The sources said that the
brand new vehicle has been
purchased by the district govt
from the development portfolio
of the budget of the district
govt for fiscal 2006-7. The
govt’s devolution programme aims
at providing speedy relief to
the masses at their doorsteps
and prohibits luxurious
facilities to the elected chief
of the district govt, the
sources said. They said it was
the responsibility of the Sindh
govt to provide a vehicle to the
distt Nazim. They added that the
dist council had allocated Rs
4.500 million for purchasing the
new vehicle for the use of the
distt Nazim, which is illegal
because the council has right to
allocate amounts under the head
of POL and distt Nazim
secretariat and not for a
vehicle for the Nazim.The
sources said the Sindh govt had
provided a 1300cc Corolla car
for the use of the distt Nazim
in 2002, but the present distt
govt had approached the
authorities that the vehicle is
five years’ old which is not in
a position to cover long
distance. The sources said
according to rules and
regulations chief of the distt
is entitled to possessing only a
vehicle of 1300cc.
