ACCOUNTABILITY BUREAU (NAB)
ORDINANCE 1999, AGAINST THE
RESPONDENTS FOR PUNISHMENT UNDER
SECTION 10 OF NAB ORDINANCE FOR
CAUSING HUGE FINANCIAL LOSS TO
THE NATIONAL EXCHEQUER BY
CORRUPTION AND CORRUPT PRACTICES
FACTS AND GROUNDS:
1. That the
Respondents are facing charges
of corruption, favouritism,
nepotism and misusing the power
for using the development
portfolio of the budget of the
District Government, allocated
for public welfare in Larkana
District as printed in the
newspapers "Kawish", "Such" and
"Koshish" on 19 -10-2006 (copy
enclosed).
2. That the Respondents
succeeded to grab Rs. 26 Million
with the connivance of each
other from District Council Fund
as reported by the Regional
Audit Officer of the Auditor
General Pakistan, vide letter No
RDDAL/Ap/Issue/2005-2006/945.
3. That the irregularities
mentioned in the report include
the amount of Rs. 4,65,000 on
account of distribution of lunch
boxes in the open public
meeting, an amount of over
Rs. 1.7 Million
on the distribution of hand
pumps without calling any tender
and without any record of
receivers, irregular purchase of
furniture and other items
without any justification.
4. That the Respondents in this
complaint do fall within the
ambit of NAB Ordinance 1999 for
the purposes of investigation,
trial and punishment.
5. That the Respondents are
reportedly guilty of corruption
and corrupt practices as
District Nazim and Naib District
Nazim of District Larkana and
abuse of power as defined in
Section 9 of the NAB Ordinance
1999 and as such are subject to
punishment under Section 10 of
the NAB Ordinance based upon
the above facts and grounds.
CONCLUSION:
Based on the above facts and
grounds, the respondents have
shown willful indulgence in
misusing their power and corrupt
practices under Section 9 of the
NAB Ordinance 1999. Such a
person is subject to punishment
under Section 10 of the NAB
Ordinance 1999.
As such, the Chairman of the
National Accountability
Bureau is called upon to
initiate investigation in
connection with matters set out
herein above and further proceed
to file a Reference against the
respondent for violating the
provisions of Section 9 of the
NAB Ordinance 1999 punishable
under Section 10 of the NAB
Ordinance 1999 in a competent
court of law and proceed against
the concerned for violating
Section 9 of the NAB Ordinance
1999.

BLAMED EACH OTHER.
Daily “Kawish”, “Koshish”,
“Sach” dated 19th October 2006
Larkana........According to
press reports, a loss of over Rs:
26 Millions has been detected in
the accounts of Naib Nazim of
Distt:Council Larkana. An audit
report prepared by the Regional
Audit Office of Auditor General
Pakistan vide letter no: RDDAL/Ap/Issue/2005-2006/945
says that a series of cases
involving losses of over Rs26
million have been detected and
district government had asked to
clarify the situation with in a
week time, report forwarded to
the high ups if failed to prove
the legal expenditure. The
irregularities include the
amount of Rs: 4 lac 45 thousand
on the account of distribution
of lunch boxes in the open
public meetings, an amount of
over Rs 1.7 million on the
distribution of hand pumps
without any tender & with out
any record of receivers,
irregular purchase of furniture
& other items with out any
justification, reports include.
On the other hand PML Q leaders
& S.N.Front o/b blamed each
other for the clear corruption.
